Pratt Landing is public-private partnership with the City of New Rochelle, State of New York. It is a transformative urban mixed-use development in New Rochelle, transforming waterfront brownfields into a vibrant hub with diverse residential, hotel, retail spaces, and a revitalized Armory building.
Master Plan
At the heart of Pratt Landing’s vision is a thriving, walkable community that reconnects downtown New Rochelle to its waterfront. Through a thoughtful public-private partnership, formerly industrial lots are being remediated and transformed, with the help of brownfield tax credits, into a dynamic hub of residential, retail, and recreational spaces. Four new pedestrian-friendly city blocks, framed by a revitalized shoreline, will offer a variety of for-sale and rental units—from studios to three-bedroom homes—above vibrant retail offerings, ensuring a lively atmosphere that encourages community interaction and economic vitality.
In total, Pratt Landing will comprise approximately 800,000 square feet of residential and retail space, including 482 residential units (with 99 condominiums), 150 hotel rooms, and over 40,000 square feet of commercial space, supported by 845 parking spaces. A key element of the project is the restored waterfront, featuring a Living Shoreline that not only provides scenic appeal but also enhances coastal resilience. Educational signage, walking paths, park areas, and an observation point will invite visitors to experience and learn about this renewed natural asset.
Aligning with recently adopted Downtown Overlay Zoning, building heights will range from three to six stories, preserving important view corridors and complementing the waterfront setting.
The Site
Pratt Landing occupies a once-industrial waterfront setting that currently encompasses New Rochelle’s City Yard, a historic Naval Armory, and a long-abandoned concrete batching plant. Located within an easy 10-minute walk from Downtown New Rochelle, Pratt Landing will act as the culminating “endcap” to the city’s decade-long wave of transformative development—providing a waterfront destination that will attract visitors and positively influence downtown activity.
Few realize that Main Street leads to a waterfront today, but soon everyone will enjoy direct access. Pratt Landing link the surrounding community to the water’s edge, inviting a leisurely stroll from downtown to a revitalized shoreline. Through a public-private partnership, underused parcels become a vibrant, mixed-use district enriched with public amenities. Pratt Landing ensuring New Rochelle’s once-overlooked waterfront becomes a walkable destination that draws people together and anchors the city’s ongoing renaissance.
The Armory
As an integral part of the Pratt Landing development, Twining Properties led the stabilization of the historic New Rochelle Naval Armory. The stabilization work, completed in April 2020, centered on stabilizing the Armory’s expansive Drill Hall.
When fully realized, the Armory’s Drill Hall will become a premier event venue, suitable for weddings, bar/bat mitzvahs, and a wide range of community gatherings—supported by an adjacent hotel. Alongside the event hall, an Armory Veterans Center (AVC) will be established in the annex building. Positioned prominently at the front of the Armory, facing Main Street, AVC will be fully ADA accessible, ensuring inclusive and independent entry. The AVC will celebrate and support veterans, offering a central hub for coordinated services, programs, and community activities. By serving as a welcoming, equitable space that honors the contributions of veterans, the AVC will strengthen community ties and enliven the cultural and civic fabric of New Rochelle.
Pratt Landing is a thoughtfully designed waterfront place—a welcoming nexus where community life meets the shoreline. Lined with retail along Pratt Street, this pedestrian-friendly corridor will invite the community to stroll, shop, and dine against a backdrop of scenic waterfront. As you move toward the water, the experience seamlessly transitions into a waterfront esplanade designed to bring the community closer to the Long Island Sound.

Stern Architects (RAMSA), globally renowned for their architectural mastery. They are joined by EDI International as the Architect of Record, who bring a wealth of experience in complex projects. MNLA, our landscape architects, have worked to create and reinvigorate places that strengthen and empower communities for decades. Completing the roster is Langan, specialists in environmental and civil engineering, ensuring that the project meets the highest standards of sustainability and structural integrity. RAMSA, in particular, is infusing the design with a mix of eclectic architectural elements to evoke a village-like ambiance, ensuring that Pratt Landing won't just be another development but a vibrant, diverse, and cohesive community.
